The theme comprises interventions aimed at strengthening and modernising institutional capacities at national, regional and local level, also to foster the development of digital skills, the availability of data and information and open government. It also includes projects to improve the programming, implementation, monitoring, evaluation and communication of programmes funded by cohesion policies.

In recent years, the percentage of municipalities with fully interactive services via telematics in Italy has increased from 19% in 2015 to 48% in 2018.
In the South regions in 2018 it reached 39%.

Duration of civil trials
The average length of civil trials settled in ordinary courts increased in Italy from 482 days in 2012 to 460 days in 2023.
In the Southern regions in 2012 it was equal to 737 days and in 2023 it reached the value of 634 days.

Since 2007 up to today, the value of projects monitored and supported by cohesion policies to support administrative capacity has exceeded 9 billion, out of which over 6 billion relate to projects financed in the 2014-2020 programming period.
